Greg Epp, Sapp Brothers division manager, stands in front of the detailing and car wash portion of their building at the corner of Capital Avenue and Highway 281. Sapp Brothers offered to have that portion torn down by the city to improve traffic patterns to the business as part of the Capital Avenue widening project. The city has rejected the offer.
