Hall County Election Commissioner Dale Baker (left), Paul DeGregorio, chairman of the four-member U.S. Election Assistance Commission, and Nebraska Secretary of State John Gale (right) laugh as they discover chads from previous elections in the bottom of one of the voting booths at Lincoln Elementary. The chads were unexpected since Hall County uses a paper ballot system instead of the punch card system that produces chads.
