Asked about the weather, Craig Nutt of the Nebraska Department of Roads out of Central City, chuckled saying "You dress for it." Nutt was directing traffic along Highway 281 just outside St. Paul while his co-workers were tarring cracks in the southbound lanes. One nice thing about the chilly morning temperatures were that it made the tar set up faster.
